The deadline calendar
Short version: Germany and France already apply, and the EU-wide authorised-representative duty lands on August 12, 2026. Each row links its source.
| When | What | Who it hits | Source |
|---|---|---|---|
| Now (already in force) | Germany LUCID registration + dual-system license before shipping to Germany | Anyone shipping packaged goods to German customers, no minimum | VerpackG / Zentrale Stelle |
| Now (already in force) | France eco-organism membership + IDU via a French-established representative | Anyone shipping to French customers | CITEO |
| August 12, 2026 | EU PPWR applies, including the authorised-representative duty for non-EU producers (Article 45) | US/UK and other non-EU sellers shipping into any EU country | Regulation (EU) 2025/40 |
| Watching: EU omnibus package | The relief only ever paused the AR duty for EU-established producers. The proposal keeps the third-country (non-EU) rules in their current form. On 24 June 2026 the Council discontinued negotiations on the AR-suspension proposals entirely, so the date has not moved for non-EU sellers. | Everyone hoping the deadline moves. It does not move for non-EU sellers, with even less ambiguity now that Council talks are discontinued. | EUR-Lex proposal COM(2025) 982 (CELEX:52025PC0982); Council press release, 24 June 2026 |
